MINIMUM REQUIREMENTS:

 

A bachelor's degree from an accredited college or university and two (2) years of experience in environmental protection, regulation, or health; one of the physical or natural sciences; or engineering; or

 

A master’s degree from an accredited college or university and one (1) year of experience as described above; or

 

Three (3) years of experience as an Environmental Specialist I or higher with the State of Florida; or

 

Three and a half (3.5) years of experience as described above.

 

Requires possession of a valid Class E driver license.

ADDITIONAL REQUIREMENTS:

 

Employees appointed to positions involved in food establishment inspections under authority of Chapter 500, Florida Statutes, must pass and maintain the Food and Drug Administration Standardization Program and/or Manufactured Food Certification, and FDA Auditor, Laws and Rules as implemented by the Department of Agriculture and Consumer Services within 12 months of appointment and/or before attaining permanent status in the class.

 

This position has regulatory responsibilities and is subject to the provisions of s.112.313, F.S. and Section 60L – 36.003, Florida Career Service Rules and Regulations.

 

Occasional travel required.

 

Must reside in required county(ies) throughout employment in this position.

JOB DUTIES:

 

Plans, directs and participates in field audits of manufactured food inspectors in accordance with the Manufactured Food Regulatory Program Standards (MFRPS) Standard 4 and FDA Field Management Directive 76 (FMD 76).

Prepares inspection audit policies and procedures in accordance with MFRPS Standard 4 and FDA Field Management Directive 76 (FMD 76).

 

Develops and maintains statewide quality assurance program in accordance with Standard 4 of the MFRPS.

 

Serves as technical advisor for manufactured food program regulations, interpretations, policies and procedures.

 

Provides technical assistance and education to industry.

 

Develops educational materials for industry.

 

Prepares and delivers training to field staff as required and in accordance with MFRPS Standard 2.

 

Responsible for coordinating and delivering training sessions and courses as required in MFRPS Standard 2, applicable train the trainer and public speaking courses and position specific training.

 

Completes and maintains preparation of accurate and complete inspection reports, time and attendance reports, vouchers, requisitions and other applicable state and federal forms as may be required.

 

Conducts inspections and re-inspections of manufactured food establishments using advanced skills and knowledge applicable to various highly technical processing methods.

 

Conducts inspections and re-inspections for FDA contract inspections of food establishments.

 

Conducts joint inspections/investigations with federal, state and local agencies.

 

Performs inspection report audits in accordance with the MFRPS Standard 4.

 

Utilizes a risk based approach to evaluate processing methods, production controls, equipment design, structural design and maintenance, and personnel practices in manufactured food establishments to assure that foods for human consumption are safe and prepared, packed, distributed and stored under sanitary conditions.

 

Reviews food establishment records for compliance with applicable state and federal laws and regulations.

 

Investigates traceback/traceforward sources.

 

Initiates regulatory action for compliance upon field diagnosis.

 

Reviews inspection report deficiencies with establishment personnel.

 

Provides testimony, documentation and/or affidavits for legal action.

 

Investigates consumer complaints.

 

Investigates foodborne illness.

 

Collects food and environmental samples for laboratory analysis.

 

Operates and maintains equipment.

 

Attends designated meetings, training sessions, and courses as required.

 

Responds to disaster/emergency situations as required.

 

Some tasks will require evening, weekend and/or holiday activity, including overnight and/or extended travel.

 

Performs other related duties as assigned.

 

KNOWLEDGE, SKILLS, AND ABILITIES:

 

  • Theory and applied knowledge in biological, chemical, physical and environmental factors affecting food safety and related control measures.
  • Maintains a comprehensive knowledge and understanding of the Food Inspection Management System (FIMS).
  • Knowledge of federal, state statutes, rules and regulations
  • Ability to interpret and apply applicable federal, state statutes, rules and regulations.
  • Ability to prepare, organize review and submit reports and projects in a timely manner.
  • Ability to operate a computer to access input and retrieve electronic information.
  • Ability to communicate effectively, verbally and in writing.
  • Ability to maintain effective working relationships with others.
  • Ability to compile, organize and analyze data and make recommendations.
  • Ability to evaluate food establishment structures, environment, equipment, methods and controls for compliance with regulatory and sanitation requirements.
  • Skill in completing and maintaining accurate records.
  • Ability to lift and carry 50 pounds.
